What is a Cover Letter in a job search?

What is a Cover letter ? What’s the need of a cover letter while searching for a job ? I mean can’t a resume be sufficient enough ?
What is the difference between a Cover letter and a Resume ?
Please explain me in detail.
Also i want to know if there is some freely and best websites or some tool that can make my resume a professional way.
